Albert E. Wall - Chief Executive Officer

Experience: Albert Wall was previously the Director of the Division of Behavioral Health and the budget manager of the Department of Health and Social Services. Wall has 20 years of experience in the behavioral health field, in positions ranging from direct service provider to chief executive. He worked for DHSS as a Medicaid manager before he was called back into military service after the Sept. 11, 2001 terrorist attacks. 

Education and Training: Wall holds master’s degrees in psychology and divinity. He has been deployed overseas and awarded the Bronze Star. He remains an active member of the Alaska Army National Guard.

Profile: As a military chaplain and finance officer, he counseled families and advocated for their non-physical needs to the chain of command. As an executive in charge of program development and budget management for organizations with multimillion-dollar budgets, he increased agency funding, oversaw services for families with complex needs, trained staff and expanded programs. The agencies he helped lead provided services in behavioral health, developmental disabilities and substance abuse, including suicide prevention and alcohol safety programs.
Jeff Magee, M.D. - Chief Medical Officer
Experience: Dr. Magee began his work with PCHS in October of 2008. Over that time he has settled into this position in which he provides direction, is responsible for the Behavioral Health Programs’ Quality Improvement/ Quality Assurance Program and oversight of each of our many behavioral health sites. Dr. Magee has extensive experience serving in administrative positions as the Behavioral Health Director at eight organizations all of which are located in Alaska. Dr. Magee was also the Chief Resident working with 37 behavioral health professionals in Salt Lake City in Utah. He served in the Alaska Psychiatric Association as President Elect, President and Secretary, has teaching and lecturing experience. Dr. Magee has received many honors and awards. He received his Bachelors’ Degree in Chemistry and stayed on in the Medical School. He had a surgery Internship at the University of Texas Medical Branch and his Psychiatric Residency at the University of Utah School of Medicine/Psychiatric Department.

Training: Dr. Magee is Board certified in Psychiatry and Neurology and was a Clinical preceptor for medical students from the University of Washington and the University of Utah. He has also been a seminar and lecture series presenter on various psychiatric and medical conditions throughout Alaska for 20 years.

Experience Working with Population Served: Dr. Magee has served the populations of Alaska for the past 20 years.

Jennifer Youngberg, CPA - Chief Financial Officer

Experience: Prior to this role she worked in the capacity of Chief Financial Officer at North Country HealthCare in Flagstaff, Arizona for over 4 years. She has over 20 years of accounting and finance experience and has worked in the healthcare industry since 2004. She received a Bachelor’s degree in French for International Trade from Indiana University of Pennsylvania and studied in France for a year with a concentration in Finance. She is currently pursuing a MBA with an emphasis in Leadership from Grand Canyon University. Her professional experience includes accounting and finance positions in Paris, France, Pittsburgh, PA, Yosemite National Park, CA, Grand Canyon National Park, AZ and most recently Flagstaff, AZ. In her spare time she enjoys spending time with her husband and daughter, biking, hiking, cross-country skiing, archery, and quilting.

Carlos A. Valenzuela, MSN, ANP, FNP-BC - Director of Medical

Specialty: Family Nurse Practitioner

Education and training: Bachelor’s and Master’s of Nursing, University of Tampa

Profile: Carlos A. Valenzuela is a family nurse practitioner who has worked in orthopedics, family practice, and emergency care settings for over 12 years.
His professional interests include preventative health, chronic disease management and sports & rehab medicine. Mr. Valenzuela enjoys helping patients and their families understand their health problems to take better control of their lives.
Carlos enjoys the Alaskan lifestyle and looks forward to every opportunity to go fishing, hiking, hunting and exploring the Alaskan wilderness. He is married with 3 children. He was born in Bogota, Colombia and was raised in Tampa, Florida before moving to Alaska 2 years ago.

Alan K. - Director of Health Information Technology

Profile:  Alan worked at PCHS as the Applications Coordinator before becoming the Director of Health Information Technology in 2015. He has over 22 years combined experience in Healthcare IT and specialized IT. Those years of experience span honorable military service in the US Army as a signaleer; project manager, network and systems administrator assignments as a Department of Defense (DoD) Civilian and DoD Contractor in numerous worldwide locations to include Haiti, Kuwait, Afghanistan, Qatar, among others. Prior to working at PCHS, Alan was a project manager for the US Army Network Enterprise Center at Joint Base Elmendorf-Richardson, Alaska. Previous to that, he was a General Dynamics IT project manager/multi-functional system administrator for MC4, supporting military EMRs and EHRs throughout the world.
Patty Eissler, PHR -
Director of Human Resources
Experience: Patty started working with CPCS in October 2005, before becoming Director of Human Resources when it merged and became PCHS in October 2008. She has worked in the HR field for over 20 years and has obtained her Professional in Human Resources as well as her HR certificate through SHRM.  

She enjoys hiking, fishing, reading and wildlife viewing. She is married with one adult son who lives in Anchorage. She has lived here on the Kenai Peninsula for 10 years, having moved up from CA, and loves the small town feel here on the Peninsula.
